The edge goes to the Houston Texans going into the Central so that they are not in the same division as the old Houston franchise, the Tennessee Titans." This means that the Bills are out of the running for being in the AFC Central, and thus will stay in the East.

‘NFL commissioner Paul Tagliabue on Friday endorsed Buffalo Bills owner Ralph Wilson and former Bills coach Marv Levy for the Hall of Fame.’
