They basically are focusing, according to NFL sources, on whether Houston or Baltimore stays in the AFC Central with Cincinnati, Pittsburgh and Cleveland. The edge goes to the Houston Texans going into the Central so that they are not in the same division as the old Houston franchise, the Tennessee Titans." This means that the Bills are out of the running for being in the AFC Central, and thus will stay in the East.
