Looking at the list of the 14 QBs taken #1 from 1982 to 2009, I guess Tim Couch and Alex Smith are their only competition. Elway, Testaverda, Aikmen, George, Bledsoe, Peyton, Couch, Vick, Carr, Palmer, Eli, Smith, Russel, Stafford.
