That way, they can say that the people spoke, and work on and possibly avoid a settlement paying for the hours of yucks by government employees playing fun games on private property. Personally, I'd rapidly offer 2K cash money in an envelope to the alleged perps (and a bag of doughnuts or some such - never underestimate the salutary effect of doughnuts) in exchange for signing a quit claim document.
