An arrest probably helps a social service investigation, gives them a little more freedom. Sure, good point. I'm not suggesting he shouldn't have arrested her, or was wrong to do so. Not at all. That wasn't the point. I'm only saying had she been in some sort of imminent danger, or something, he may have chosen not to. The ride might have given him time to make that judgment. That he arrested her suggests he thought that's what was best. But as others have noted, there are other reasons for the ride, as well.
