Unfortunately, it's a rather subjective criteria. Thus, our general dilemma. BTW, life is tougher for more people than you want to acknowledge. Not everybody can make it through hard work. Many people work very hard and cannot reach higher levels. I understand. Welfare isn't as easy to get as you'd think. Work for welfare programs are becoming more popular if they aren't already required in every state. The 1996 welfare reform changed funding from a system where the federal government paid money to states directly based on how many people they had on welfare to one based on more static totals determined by population etc. The earlier system had a perverse reprecussion of paying bonusus to states whose welfare rolls swelled - and reducing welfare meant reducing federal outlays. Under the new system, lower the rolls leaves the state with more money. This change freed states to experiment with things like enacting sunset provisions, work requirements, etc, as you describe. But this years stimulus bill included a provision to end the 1996 act. Rather than simply increase the money dispersed, they changed the program and returned to the older system whereby there is a disincentive to the states to reduce their welfare rolls. Why not make that a work for welfare project? Sure it's crap work but you should have to do something for your money. It would help the psyche of the citizens and also be prettier for visitors. I guess that's what happens when you pay $1.2 mill for 900 square feet and have $750 a month in HOA, and no, I don't pay that. You tend to get a different class of people. I do have some good news for San Francisco. It turns out, the city is about to get $16 MILLION in taxpayer dollars from the stimulus bill. Unfortunately, that $16 MILLION won't be to clean up the city. No, it will be go to the San Francisco Bay Area habitat, where the San Francisco salt marsh harvest mouse is about to kick it large with Nancy. One can only imagine the number of jobs that are going to be created by this all-important shovel-ready effort that Pelosi and the current administration have forced down people's throats. Why, already you can see people lining up to eagerly take on these jobs where they will carefully brush the hair and teeth of the tiny little rodent to keep it safe and happy.
