What time will the stadium lots open for the opene

I am organizing a large tailgate for the Jaguars game. Is the 0900 time enforced at the stadium lots? Many of us would like to get there earlier

it was enforced for the Jets game and Mia last year, used to be able to park whenever, then they would walk around and collect $, now the gates wer locked until 9am, sucks
