Rape is defined as sex without consent in most states. In order to legally consent one must be of a certain age and of sound mind. If one member of the act is underage, they cannot legally consent even if they phyiscally do which in the eyes of the law is rape.

Well a guy (especially a 14 year old hormonal guy) can still get an erection even if he doesn't want one. In any case, it's statutory rape.
