Yes it is and you would have a hard time proving tampering as all do it. Plus, you have plenty of time to sign your own FA's. If you haven't by now , you had no chance anyway.

He was franchised last season not this season, and then he missed most of the season with an injury I believe. The Bengals actually tagged their kicker this year, Shane Graham who was so pitiful when he spent half a season with the Bills.
