If you win the toss, you may defer receiving in the 1st half, and then choosing to receive - or not - at the start of the 2nd. But the choice of what goal to defend remains a choice made after the toss before the game starts. In inclement conditions, when you win the toss under the new rules, pick the wind to favor you in the 4th quarter. Under the old rules, most clubs chose to get the ball...but I remember teams that were willing to kick off twice to get the favored wind in the 4th. IIRC, there was an OT game where the Bills lost the toss, and Bledsoe erred and decided to take the goal that gave the opposition the wind. Bad mistake - the Bills lost.
