Ralph is doing the whole laissez-faire thing and letting the next owner do what they want. It's a perfect metaphor for an old couple who doesn't want to do repairs on their old home because... why bother? They're not going to recoup the investment and they'll be too dead to care. And if there were a new stadium, guaranteed that the infrastructure around the stadium would have been upgraded. Nevermind that it probably would be near Buffalo waterfront, and not in OP.
