Not to single him out, but to send a message that, hey, you report on time, you do what you are supposed to do, we will reward you by discussing contract terms with you. I think the better option is to force peters to pay the money up front and do so to a charity. So, when peters comes in and tries to negotiate some deal where we 'waive' the fines, we can say, "Sorry, all the fine money goes to charity," and it would be tough for him to look like he has a heart and demand that money back.
