I was thinking the same thing but it might have been before that was done and also if you look at it there is enough room for a car to drive around it. Also, it's pretty damn obvious that it's there.

Hey... I am public employee, but then again... I am a dam operator... The slower I go, the less water I divert from the lakes! Best of both worlds! Then again... That doesn't mean we stop maintaining aides to navigation like bouys and lights.
