You say, no we are not voting for it. Simple as that. It doesn't default to sending money. It actually defaults to no money once the appropriations are gone. It's actually very simple. But, then the other side won't vote for their little pet projects. You know the 30 million to Obamas wifes hospital where she sits on the board.

I say let them pay for their own damn cars or at least set a cap of $500 a month on them. So you want a 500/mo dollar lease and he has an 800/mo lease? Starting to see the idiocy of this story yet? Get a grip man.
