Buffalo, Denver, Chicago, New Orleans, Cincinnati, and a couple other teams I think, all finished 7-9 By tiebreakers, Cincy got #9, New Orleans got #10, Buffalo #11, Denver #12, etc in round 1 In round 2, Cincy moved to the end of the line of 7-9 teams. New Orleans move up to #9, Buffalo #10, Denver #11, etc In round 3 New Orleans moved to the end of the line of 7-9 teams.
