It doesnt make sense to have guys like Keith Ellison in there on the goal line, he is simply not big enough to play the run like that, he is a finesse LB. If you notice Josh Stamer was in there for him, it makes sense, along with Wire, since the only thing he can do is run into the pile with his head down.
