Kicking tees: A kicking tee may not elevate the ball's lowest point more than one inch off the ground. The change from a two-inch tee to a one-inch tee is designed to reduce the number of touchbacks. Clock management on kicks: During kickoffs and free kicks, the game clock will start when the foot touches the ball. In previous seasons, the clock had started when the receiving team touches the ball. Clock management on change of possessions: On changes of possession, the clock will start when the official gives the ready-for-play signal. In previous seasons, the clock had started when the ball was snapped. The NCAA rules committee estimates this rule change will shave about five minutes off a game's running time. Instant replay: Each conference will adopt a uniform system for instant replay that gives each coach the opportunity to call a timeout and make a challenge once per game. If the on-field ruling is reversed, the coach won't be charged with a timeout. The replay official also may stop the game at any time when there is reasonable evidence to believe an error was made on a reviewable call. Why don't they just ban black players all together?...It seems it would be an easier approach than systematically banning every type of uniform accessory and attitude a lot of them bring to the game.. Ramius Posted August 7, 2006 Share Posted August 7, 2006 I like the lowering of the kicking tee. Nothing like watching every single kickoff going into the stands.
