This is a good rule "clarification" IMO.You mean they don't now? I've never seen a ball come out, whistle or no, and players not scramble for it. I understand the frustration people feel from these types of "Bull Sh_t" calls (as it sucks to have a refs whistle blow dead a huge play for your team) but I don't care for the rule change.
