Maybe it was as simple as the media thinks and maybe there is a basic ingrained issue with evacing NOLA. Even the state said it was the cities responsibility to evac the citizens of Nola. Furthermore, the state transportation department said it considers it the city's responsibility to get people out of town. However, it did say it was preparing a plan to help New Orleans get its people out. They why was everyone pointing to Washington for not doing it. "The plan is land-based transportation out of the city on buses," he said. "That is the plan. These other areas are improvements to the plan, which I believe the federal government will make good on." Holy sh--. Let's think on this for a minute. Forget all the finger-pointing after Katrina; what happened basically falls into one of two categorizations: 1) The federal government screwed up, and didn't take care of NO. 2) NO screwed up, and didn't take care of themselves. Assuming case 2 is the truth, the new plan is basically saying "We still can't take care of ourselves; it's the state's and fed's responsibility to rescue us." Keeping in mind that New Orleans' original pre-Katrina emergency plan specifically said "Hunker down and wait for federal help". So their new plan has at its core...the same basic premise? Insane. Assuming case 1 is the truth...the federal government screwed up and left NO hanging in the wind (literally). New Orleans' answer to that is: it's the state's and fed's responsibility to rescue us. Why...because maybe they'll get it right this time? So basically, no matter what you choose to believe about Katrina, the updated plan is to make the exact same mistakes they made before.
