You can be glad that the cap came in when it did, because the NFL would look like MLB if it didn't and the Bills would be the Expos of the league (hell, the Bills would be in LA right now). The salary cap doesn't guarantee the Bills success, it just guarantees them equal footing to have success.

The salary cap in the NFL is only possible because of the national television contract. That contract pays each team MORE than they spend on players every season. Even without the cap, the BILLS would have the resources to be competitive because they do sell tickets. It takes more than money in sports to be competitive anyway - which is another argument all together (think NY Rangers & LA Dodgers/Orioles). Baseball is a completely different animal. Each team has their own TV deal and the national deal is a pittance. It's hardly fair to expect teams that have great TV deals (Yankees, Redsox, etc) to give money from the contracts they negotiated to other teams who don't have (and never will) the following. Baseball would benefit greatly from contraction of about 6-8 teams anyway.
