If you don't want people on it, then fence it... It is for all to share. I am sure a lot of taxpayer dollars go into such areas, say "Boston Commons" (not sure if you put an "s" there... )... Does that preclude an out of state visitor from using it? Same principle with wireless? Now Direct TV... They actually count the sets and boxes and charge by that... Right?... Also, there is and ATTEMPT to encrypt it at some level... The set or the sky.
