You have to be braindead not to do one of those things just to keep the story out of the paper, whether you were "justified" in parking in the space or not. Apparently being hospitalized wasn't bad enough to keep McNabb from doing an appearance for which I am sure he got paid, and Trotter's excuse is crap, I'd love to get out of a ticket by saying there was construction so I had to do something illegal.
