In my opinion, almost everything that Marv and Dick have and will be saying is a double entendre. It is not meant so much to be taken literally as it is symbolically. Right now they are harping on the "everyone will be given a chance to compete" philosophy. This really isn't meant to say at all that the Bills are going to draft or sign a FA to compete for the starters role at QB, or that they are going to replace Sam Adams, it is instead meant to accomplish several other underlying motives.

 

1] Tell Losman he better work his ass off and fight for the job even though they are going to give it to him.

 

2] Tell the Bills vets we are not only distancing ourselves from the past regime but not going to make the same mistakes, like handing jobs to unproven players, and everyone has a clean slate and fair chance here.

 

3] Tell potential free agents and their agents at all positions that it's a free-for-all in Buffalo and if you want to play these guys are going to give you a chance (Virtually every football player in the NFL thinks he is or can be one of the best in the league).

 

4] Give guys like Sam Adams and Milloy and Posey and whoever else is going to be here a scare that they are going to be replaced if they don't work their ass off like everyone else. The past 2-3 years the Bills havent had a lot of turnover, especially on defense. So these players can get complacent.

 

5] Tell UFA players they may wish to keep like Josh Reed or Ryan Denny that they will be given a chance to start and arent penciled in as back-ups like they were under the previous coaches and GMs.

I agree. I'm not 100% sure if it's calculated or not, but it sure looks to be working that way. Oh, and nice use of the term "double entendre", you get 100 points.
