Punt return penalties

It seems to me that the % of punt returns that have flags is way higher than it used to be. The refs will let some stuff go all day, but if a guy gets breathed on during a punt return they throw a flag.

 

That was a terrible call right before the half in this game, there was no impact between the two players.
