LA won't sell out it's games (maybe initially, but not after the novelty wears off). This is about TV market size and visibility. LA is the #2 market in the nation and Tags and the new guard NFL owners want that market to line their greedy pockets. LA has lost every football franchise they've ever had over the last 80 years or so due to relocation or league failure but the NFL just can't take a hint.

With the recent losses, their fan base is eroding as rapidly as it built up. It'll definitely be the Pats. "The Angel Stadium parking lot Patriots" kinda has a nice ring to it. Doesn't it?
