UConn James
is the Posse Comitatus Act effectively being chipped away in dealing with disasters? Avian flu is now reportedly in Romania. In an era where effectively reacting to disasters and potential epidemics is very much an issue of time, is it really necessary to wait until every county manager, mayor, or governor formally declares a state of emergency? I admit that the use of the military as law enforcement is a little disconcerting as we've seen it applied in other countries, but I don't really disagree with Pres. Bush. Assuming a widely affected area, enforcing a quarantine is such a massive effort, and important to help contain the illness, I'm not sure there's another way to go at it to ensure our safety. I know there's others here that might discuss this with some authority for those of us who're curious to know, What would happen in such a situation? What are the larger ramifications for the future of PC?
pope zimli
hell, posse comitatus isn't aconstitutional mandate, and I can't see why Congress can't amend it to allow the federal government to deal with a crisis. Especially after this federal government has shown how well it operates in places like Iraq, Louisiana and Texas. Kind of makes you cringe to think how they would handle a pandemic. Ghost of BiB
I don't have much doubt that the military could enforce a quarantine, and there's where it would get pretty ugly. Also, the issue can be avoided by using Title 34 units rather than Title 10.
