If a player touches a kick-off in the end zone, and then muffs the ball and it goes out of bounds, out of the end zone- is this a safety?

Would the rule be the same in college as in the pros?

If I recall correctly, it would only be a safety if he touched the ball BEFORE it went into the end zone.  If he's already in the end zone and fumbles the kickoff out of bounds, it's a touchback.

He has to have control out of the endzone and then fumble it then it's a safety. If it is a muff it is a touchback. Also if he gets the ball in the endzone, runs, and then fumbles in the endzone but never made it out of the endzone it is a touchback.

I was thinking in terms of it being a live ball and lost out of the end zone.

As said above, its a touchback...the ball is live once it travels 10 yds down field on a kickof anyway, it doesnt need ot be touched to be live like a punt...
