I think they have to clear waivers before they can be put on the squad, but I am not sure. I don't think it is necessary that they are rookies, but I do think there is a threshold of experience, for example I don't think you can place a 5 yr. vet on the practice squad. I think Gates will be impressive in camp and will only wind up on the practice squad if Lee is even better. There is also a chance that Williams is the odd man out. Geisinger will be developed as a swing man playing guard, tackle or center and will therefore be kept on the active roster for depth.... or not.
