The Virginia state police declined to investigate, telling Devivi the crimes were not occurring in their state. Nor could Devivi get police in Washington state to look into it. "He had problems getting anyone to help him," Bradley said. Finally, Devivi persuaded the Social Security Administration in Seattle to investigate. Rucker had applied to the Anchorage Social Security office for a duplicate card under Devivi's name, according to Bradley. That was a federal felony.
