Depends on who's talking. You're right. It can't be both. The market jumped today on optimism that Trump would roll back his tariffs promoting free trade and then came crashing down when investors realized the new tariffs would be implemented. 2

You don’t understand exactly how many “made in the USA” products rely on foreign parts or have some part of their item reliant on a supply chain that includes several countries? The machinery required to process the millions of oranges harvested? Foreign parts or entire foreign built systems. The truck taking it to the store? You guessed it bud! Chock full of foreign parts. The only way tariffs could work is if they are targeted to a specific country and industry. Then domestic businesses could find alternate suppliers to support their move to more American made manufacturing. This idea of tariffs on everything from everywhere is a perfect recipe to tank the economy. Long term damage will be done to American brands, world leadership and trade relationships. Trust is hard to rebuild, but Trump cares nothing about that. 1
