They let Jesse Bates, Joe Mixon, Tyler Boyd, and DJ Reeder walk away just in the last two years. Even after tagging Higgins, they're 43.9m under the cap. Tagging him again doesn't necessarily mean they're signing him long term. They may just keep him for another year or even Trade him.
