Honestly, when it comes to this theory of a team with a Rookie QB and a better cap situation, Washington makes a lot of sense.

Thinking predictively, to me the two teams that make the most sense are Buffalo and Detroit. Both teams have been right on the cusp of breaking through and can reasonably convince themselves that one more elite player could close the deal. Both have QBs of a certain age where they probably have a five year prime window to maximize their talent which matches up with Garrett's remaining prime years. Both have been known to be aggressive when making moves and not afraid to give up draft picks.

Washington I could see them thinking they are one big move away but personally I think they should make sure they don't do what Houston did and push their chips in too early because of one magical year. There are a lot of similarities there. Washington was very recently drafting #2 overall which tells you they have a lot of fundamental holes they need to fill before they should push their chips in.

The only other team that makes any kind of sense to me is Green Bay, but that organization has very much been about drafting and developing their own players for a while now. They don't strike me as a player in this kind of blockbuster trade.
