Whether or not it did, the forensic analysis on the entire USAID organization is being conducted NOW. Up until this point it's apparent not many people were aware what was really going on under the hood at USAID. Even journalists have not pursued it. There may be plenty of people who thought money was going for good things. (You and your fellow libbies crying about the operation being shut down are evidence of that) So now Ivanka's dad is stepping in with his team of hackers and exposing it all. Good!

I hear a lot of noise from the political left over halting the agencies activities but not so much from host countries where the claim is much of the "aid" money is being spent on food and medicine. If so many face the risk of death and starvation why little to nothing from the countries that its claimed are benefitting? 1

It. Will. Not. Matter. They're all gone. Let them go. Just look at some recent examples of reality denial. These aren't simple ideological blind spots on political issues that we all have. It's being functionally unable to accept reality: Trump wasn't really shot in the ear in Butler, PA. Joe Biden is mentally fit. Sharp as a tack even. Trump said neo nazis and white supremacists are very fine people. The southern border is secure from January 2021 to January 2025. Transwomen are women. 3
