He was signed to be the actual scout team QB in practice because he can both run and pass in a way that Mike White can't and that you don't want Trubisky doing in practice right now. Quote

No one needs to get hurt playing scout QB--why would that suddenly be a concern? McD and his DC should be more familiar than a guy who last worked out with that Offense 16 months ago---if not the Bills are sunk Sunday. They are going to tell Brown what play to run (based on what they already know about Jackson's game) and then pretend the D doesn't know what's coming? Quote
