He threw it 3 feet in front, into the ground to avoid a sack,  and he did it intentionally, which is grounding.

If the goal is to prevent the QB from throwing the ball away to avoid a sack, Intentional grounding is a penalty that needs to be called more subjectively to the spirit of the rule rather than to the letter.  There can’t really be a receiver in the area of a ball flicked to the ground.

the issue is grounding isn’t a reviewable penalty so they couldn’t go back and throw the flag after it was swapped from fumble to pass

I think they could’ve called intentional grounding after they changed the ruling. They even mentioned it on the broadcast.

Of course he was, but 17 was in the area, they don’t get to judge intent, by rule not a penalty.

no they said the opposite

 

you can pick up a grounding flag, but you can’t award it.
