That way, in the future, a call can be made when a senior admin official goes off the radar for a week or so.

The most qualified, the one the service leaders recommended? Nope. Their nominee was selected because she was a woman. Arguably qualified, bit never the best candidate. I could name of few other examples in other areas, but they didn't make it through Senate hearings, so I won't bother. 1
