No way an NFL ref went over to an individual player and APOLOGIZED or took ANY accountability at all for a bad/missed call, let alone in the middle of a game.

 

If/when that ever happens, it's a discussion with the head coach.

 

If a ref is talking directly to a player, it's about keeping the player's behavior in check.

 

I think all the niceties you point out were just the Ref's way of keeping his admonishment buddy-buddy.

 

Much like the moment in The Office after Michael kicks everyone out of the office and tells Stanley "You dont respect me, fine. I accept that. But listen to me. You can't talk to me that way in this office, you just can't. I am your boss."

Touching someone is an intimate (not necessarily sexual) act.  Vinovich did that twice, the last time patting Josh on the head as if to say "atta boy."  Him patting his chest looks like the "my bad" gesture.  I'm sure he said something about showing up the refs, but if he were scolding Josh harshly, he would have been yelling, pointing and keeping his distance.
