Ireland isn't confirmed yet for 2025. Goddell has spoken about it as a possibility but so far Europe has 3x London, Madrid and Berlin confirmed for 2025.

The Steelers are expected to play in Ireland.  Also the Browns are playing an international game too. That would be 3 potential international games. Bills are probably playing in one of them.
