Remember, the Bills can only use two elevations for the game. QB Mike White — The Bills admitted that it will be difficult to call up White due to a roster crunch at other positions, but didn’t rule it out. RB Frank Gore Jr. — He had one call-up earlier in the season when James Cook was injured, but the team may want to get Ray Davis the bulk of the work. Cook also has some season-long markers the Bills may want to hit in the game. That takes Gore out of consideration. WR K.J. Hamler — Hamler is the only practice squad receiver with a call-up remaining, as the Bills elevated Jalen Virgil and Tyrell Shavers on three separate occasions, which is the maximum amount for the season. Hamler would get the call if the Bills want to rest Amari Cooper or Curtis Samuel can’t play. OL Will Clapp — Clapp spent 11 weeks on the active roster, and part of the benefits of calling up a player is that the player gets a 53-man roster salary for that weekend. OL Mike Edwards — Edwards hasn’t been called up once this year, but it’s only his first year on the practice squad, and he is a guard only, which would probably give Gouraige the edge. He makes sound arguments for and against everyone so do tend to agree with his choices, Gouraige and Cine. I think a good reason White was elevated to the 53 was to make him active on Sunday so Mitch doesn't play that much, maybe 1st half, to prevent injury there to him and if by some chance he did get hurt, can then bring White in rather than Allen 1 Quote

Of course, the whole picture changed when the Bills cut Morrow and signed White to the active roster. I tend to agree with his conclusion that the Bills may want to look at Gouraige and Cine. Since Cine is kind of a tweener between LB and Safety, and is a physically talented guy (former 1st round pick for Minnesota, ran a 4.37 40) the Bills may regard him as a high ceiling/low floor reclamation project and may want to see how he's progressing. "I would be really surprised NOT to see Shakir as inactive, given...." My point was above other receivers, the Bills likely want to bring Shakir into the playoffs healthy, so unless they want to give him a chance to meet some incentive in his contract, he likely sits.
