FDR- While some of his methods border on socialism, he got the job done with a little help from WWII and left the country in better shape than he found it when he got there. Wilson chose to introduce the act in 1913 (first year of his administration) although major tariff legislation was also pending. If you don't knwo what the Act did to us, Google and find out. You can't judge a president untill they are out of office many years. The true results of most policies aren't even seen until 6, 7, 8 years after they take effect.
