I don't really see it ..Boutte is grabbing him and then he disengages and tries to go for the ball at the same time Elam attempts to reach for the ball...Elam has every right to that ball also.

 

if anything Elam was the one being impeded.

 

Notice the ref looking right at him from 2 feet away doesnt call it, the guy at the back of the end zone who can't see what's going on in front called it...
