If they don’t get enough people, they will have to offer something more enticing. That’s how free markets work. Also, I don’t think money is the only reason people participate in this. Heck, they should actually offer a free future meet and greet with some players, a tour of the stadium, or watching of practice. Now that would attract people. Again, if they have all the people they need, I just don’t see the need to add to the enticement. I don’t think it’s a “cheap look”, I think they’re just trying to get a job done. I see no need to make it a statement about their generosity. If I were younger and in WNY I’d think about doing it once for a few hours just for the experience.
