As i understand this situation, there is a valid signature requirement. But they don't want the same group of activists filling out the illegal ballots to sign 100's because that type of fraud is easily detectable and cannot be brushed aside even in the most rigged court settings. Too obvious to hide. So they've taken the ignore the law route, ie have some stste official waive the signature requirement, with intent to argue their case in front of friendly courts that support their politics at the expense of valid election laws and the will of the voters.in a word, cheating. The outcome you prescribe here rarely happens because these officials are allowed to operate above and outside of the law. In this case the court should issue arrest warrants for these officials. Let's see if they do something rather than the usual nothing. Reining in this behavior and transforming government back to one that operates under rules and process rather than personal and political whims is one of "tent poles" of the populist movement.
