He did and it's straight ridiculous that he got fined at all, much less more. But we should admit that Josh Allen did not get thrown down by that little pipsqueak; it was a classic Josh dive looking for a free penalty (although Spencer Brown could not have known that at the time).

if defenders want to punch at the ball, they assume the risk if they miss. 

It's like an offensive lineman claiming he didn't mean to jump early.

I can understand defenses trying to dislodge a ball by trying to punch it out of the ball carriers arms, but there should be repercussions when the punch hits the player and not the ball.

I thought his punches were legitimate and smart. Every defender should be doing that on every play.

 

Punching at the ball is allowed by the rules. Do it and do it often, I say.

Of course, I know that it's allowed and a good idea.

 

That said, would it be illegal if the defender "missed" the ball with his punches, and instead punched the ball carrier in the neck?

If the ball carrier is holding the ball close to his neck, no. But if he isn't, yes. There should be consequences if you miss badly.

Fines in the NFL are based on how much a player makes not based on how egregious the offense was. Brown makes more money hence gets fined more money. Thats why Andreessen was only fined like 4 grand cause he doesn't make anything.
