This is a familiar technique, and we shouldn't be surprised. Because of the continuity that exists in Buffalo, which includes continuity on the defensive scheme, the Bills can bring back former player and plug them in almost immediately. It's what we've the Chiefs do with Kareem Hunt and with whichever receiver they brought back late last season. 

 

If a guy who returns can't cut it, they'll figure that out soon enough and deal with it. In the meantime, they've live warm bodies who are up to speed almost immediately.

I'm not sure that either would be a good replacement for Smoot at DE.

Due to Carters injury, I think Smoot was to be used more as an interior pass rusher than a DE.  Or at least split his snaps between the two spots.  With von back, he can assume more snaps and toohill/Solomon getting DE4 snaps.  I think groot is a 75% snaps kind of guy and our DE4 doesn’t have to play as many snaps as in the past.  
 

I also think Jefferson can be used as a DE on 3rd and 4th and 1.

 

I think JP is a 1T in size and stature.  Not so much in play style.  Hopefully he can collapse a few pockets

So if I’m right about Jefferson being the Smoot replacement, Phillips is the Carter replacement. Which is fine I guess. I don’t mind the vibes Phillips brings (most of the time), but his days of being a plus player are probably over.

With Ankou and K. Johnathan also on the practice squad. I get that they like to rotate, but this is a lot. Seems to me like they need to either start getting something out of the guy whose name I don’t remember, or just cut him outright and use that roster spot for someone who can contribute. It’s bizarre to have him as a healthy scratch while also calling up and giving significant snaps to Ankou. 
 

Also, not saying I could do better, but are we ever going to find a backup 1-tech who can play?
