So I don't know what the Bills thinking is, but Jordan Phillips is a 1TDT and Quinton Jefferson is kind of a "tweener",  guy who can play both DE and DT.

 

I'm not sure that either would be a good replacement for Smoot at DE.

Smoot's reps will see an uptick in reps to Javon Solomon and Casey Toohill (hopefully more to the former than the latter). We also still have Kingsley Jonathan, who will probably see some call ups. 

 

As for the Tackles, one will replace Dewayne Carter's spot on the roster and the other will take Eli Ankou's place from his Practice Squad call-ups being used up or having only one more game to be called up.

That seems plausible.  Von Miller return from suspension also fills reps.

FWIW, Joe Buscaglia seems to think that Jefferson is the direct Smoot replacement. A guy who can play DE on base downs at times, then kick inside to 3T on passing downs. That's what Jefferson did the first time around. I'm not saying he's right or wrong. I don't think that just automatically assuming he'll fill the same role he did four years ago is necessarily a safe bet. But...I can see where Buscaglia's coming from in that thought.

I felt Jefferson was. Not Phillips.

I'm guessing Eli stays on PS as an insurance plan. Only because we didn't cut any DTs.

He does bring excitement and probably great in locker room. Yet he's still living off the fumes from his first year here when plucked him from waiver wire.

Beane saving money incase injuries occur and maybe find a vet later. See last year and Linval Joseph.
