I think the big issue here is teams do not view 1 tech DT who play the run as valuable so giving up a 4th or 5th for one for half a season is way too steep.  So they have to find a way to fill gaps.

 

If you want a great 1 tech you have to get one in the draft and develop them.

Ian Rappaport just Retweeted Matt Parrino's post of it. I don't think he'd do that unless he knew it was happening.
