That's my gut feeling as well. Although now having a FG kicker makes it a pretty tricky needle to thread. 1:50 to drive for a TD with 2 TOs

The score would probably still be 27-20 if Bass has made the first kick (assuming he had then made the second where the Bills went for a two point conversion instead).
