Or just use it when a non call leads directly to a score.  In this case the face mask happened to the player tackled in the end zone directly resulting in a safety.

I'd hate to see it all game as there are already too many flags disrupting the flow of games.

But for certain penalties in the last 2:00 (i.e. facemask, PI, false start vs offside) implementing it would probably do more good than harm.
