Josh Allen is making $60m this season

I came upon this buffalo rumblings article today:

Read it, but it cites this tweet by Mike Ginniti

 

So basically... that restructure was in large part a way to give Allen fair compensation. Looking at those upcoming salaries, you can bet he's getting a new deal entirely in the offseason.

Allen was restructured to bring his cap hit down. Him getting more cash upfront was just a bonus.

 

His contract is not getting extended or reworked until 2026, coincidentally when his cap hit balloons to $60M again. They will tack on more years and guarantees on and continue to restructure to keep his cap hit lower.

Allens numbers next year are low to make the renegotiation in 2026 wide open if done before the year starts.

They could have restructured him more, but wanted to keep a significant portion of his cap hit for this year.

 

Allen is getting a bunch of money every year. They've been restructuring him and giving him a big bucket of cash each year they do so. He is not underpaid. Him and Mahomes have both been highly paid even though their APYs are technically lower. But Allen will get a reworked deal soon, just like Mahomes did.

Josh has a very low cap hit next year for two reasons 1 can renegotiate and not affect current structure of the team and 2 allows the Bills to actually play in free agency instead of just letting guys go anymore. 
In other words Beane did this deal with the idea of this truly being a “transition” year. Despite his waxing poetic about the signings of Curtis Samuel and well Curtis Samuel
